Phase 3 Emergency Business Grant

    Background information

    The City has received $250,000 in funds from the State of Oregon to provide additional grants to Gresham businesses, with 25 or fewer employees, that have been affected by COVID-19. Grants to eligible businesses may be used for business-related operating expenses. Please carefully review the eligibility criteria as it has changed from the Phase 1 and 2 grants.

    • If you received funding through Phase 1 or 2 of the City’s Emergency Small Business Grants, you are eligible to apply for this round.
    • Incomplete, ineligible or duplicate applications will be disqualified.

    Grant amounts

    The grant amount will be determined based on employee headcount of sole proprietorship or for businesses with five or more employees as reported to the Oregon Employment Department on Form 132, for Q4 2019 or Q1 2020 (as of 2/29/20) and calculated as follows:

      Qualifying grant amount (as determined by number of employees; see list below*)
    - Federal CARES Act assistance received by applicant (if applicable)
       Potential grant amount from the City

    These examples provide a visual of how to calculate your eligibility. Use your own numbers to calculate what your eligibility amount may be. 

    Example 1 

    • Your business has 25 employees
    • Your business has received $80,000 from PPP,
      EIDL, or other CARES Act funds 

           $12,500 (potential grant eligibility*)
         - $80,000 (CARES funding already received)
         - $67,500

    Since CARES funding is more than we can offer, you are not eligible to apply for this grant.

    Example 2 

    • Your business has 25 employees
    • Your business has received $10,000 from PPP,
      EIDL, or other CARES Act funds 

            $12,500 (potential grant eligibility*) 
          - $10,000 (CARES funding already received)
            $2,500

    We encourage you to apply if you meet the rest of the criteria or did not receive federal CARES funds. 

    *Qualifying grant amounts, based on number of employees 

    • 0-5 employees: $2,500
    • 6-10 employees: $5,000
    • 11-15 employees: $7,500
    • 16-20 employees: $10,000
    • 21-25 employees: $12,500

    Pre-application

    • Review all eligibility and ineligibility criteria below to ensure your business meets all criteria. Please do not apply if it does not.
    • Use the pre-application checklist below to gather information you'll need for the application ahead of time, including documents that will need to be attached. This will help you complete your application.

    Application period

    • The application period is Monday, Oct. 19 at 8:00 am through Friday, Oct. 23 at 5:00 pm.
    • Complete applications are critical. An incomplete application could lead to disqualification from the grant process.

    Application review

    • The City is obligated to provide a certain portion of funds to sole proprietors/independent contractors.
    • All applications received will be randomized using a computer-generated program. Once applications are randomized, they will be reviewed in that order.
    • Deployment of funds to businesses is expected to take place the last week in November.

    Eligibility

    A business is eligible to apply if the business: 

    • Is currently open for business.
    • Has an active Gresham business license.
    • Has or has not received funds from the City's Business Emergency Grants in Phase 1 or 2.
    • Is headquartered in Oregon and has its principal operations in Gresham.
    • Is registered to do business in Oregon with the Secretary of State (if required by Oregon law).
    • Has 25 or fewer employees.
    • Was adversely affected by COVID-19 in accordance with Governor Brown's Stay Home, Stay Safe Executive Order No. 20-12, either by:
      • being prohibited to operate, or
      • was able to operate but saw a one-month decline in sales of 50% or more as compared to January or February of 2020, or the same period in 2019 for seasonal businesses. We will be asking applicants to provide two months if applicable to ensure eligible access to all available funding sources 
    Ineligibility

    Ineligible businesses include:

    • Businesses (such as marijuana businesses) that do not comply with all federal, state and local laws and regulations.
    • Business that do not already have an active Gresham business license in good standing.
    • Passive real estate holding companies and other entities holding passive investments (such as residential rental properties or short-term rentals).
    • Non-profit entities that do not have federal 501(c)(3) status.
    • Businesses that experience a decline in revenues for reasons other than those caused by the COVID-19 pandemic (e.g., seasonal or cyclical businesses).
    • Businesses that are delinquent on federal, state or local taxes that were due on or before the date of application.
    • Businesses that have already received grant funds through the State of Oregon COVID-19 Emergency Business Grant program or from the Statewide Business and Cultural Support program (please contact us at SmallBusiness@GreshamOregon if you are uncertain about this).
